En el seu preàmbul, la NOA fixa el seu objectiu com:
“reconocer, además de las actividades docentes, las actividades de investigación, transferencia de conocimiento y gestión que realiza el profesorado y que son fundamentales para garantizar las funciones esenciales de la Universitat.”
La NOA és una norma enrevessada que no permet, d’una forma intuïtiva, endevinar el seu resultat. Per això, STEPV-Iv ha analitzat les dades, facilitades per el VOAP, per tal de comprovar el grau de compliment d’aquest objectiu:
La NOA va reconéixer quasi 13.000 crèdits per dalt del decret Wert, però 414 persones van acumular més de la meitat del reconeixement, mentre 242 no van obtenir-ne cap.
La preferència que la NOA dona als reconeixements per gestió, junt a l’impacte de la saturació dels departaments, van provocar que vora el 40% dels reconeixements per mèrits docents, i el 84% dels d’investigació acabaren al fem.
776 persones tenien reconeixement per un càrrec acadèmic eixe curs, 76 de les quals, a més, l’acumulen amb reconeixement per càrrec en cursos passats. Més de 500 crèdits es varen reconéixer per càrrecs que ja no ocupaven. La resta per assistència a comissions.
De les 124 persones a les que corresponia impartir només 5,5 crèdits, només 3 no tenien un càrrec acadèmic, i 19 no tenien un sexenni viu.
La NOA està pensada per recompensar les tasques de gestió, sacrificant els mèrits docents i investigadors.
En obtindre més reconeixement el PDI-gestor, aquest serà el model que acabarà imposant-se.
